As a "hub of network science," IITAP fosters collaborations between U.S. scientists and their colleagues in developing nations. The Institute works with qualified scientists of all nations and provides a center for training and education as well as a gateway for scientists to participate in research at Iowa State University and other U.S. academic and scientific institutions.

These collaborations pursue excellence in research and education and strengthen communication and understanding between the U.S. and other nations and cultures. IITAP programs help scientists carry out advanced research and teaching in their own countries, strengthening their scientific and technical infrastructure.

IITAP was created following the principle that cooperation in science and technology has proven to be one of the most unifying means of pursuing international cooperation and understanding
